Plain English explanation

ParkingEye says your vehicle was on site for 1 hour 41 minutes, which is 11 minutes longer than the 90 minute free period advertised at the Tesco Extra car park. They want £100, reduced to £60 if you pay within 14 days. Their evidence is a pair of ANPR photos at the entrance and exit. Those photos show when your number plate crossed the camera line, not how long you were actually parked. Because the overstay is small and the site is a supermarket you used as a genuine customer, you also have a separate, often faster route: ask Tesco directly to instruct ParkingEye to cancel the charge.

Appeal grounds

  1. 1

Reasonable grace period on a short overstay

An 11 minute overrun on a 90 minute stay is within the time a reasonable driver needs to enter the site, find a bay, shop, return to the vehicle and exit. The British Parking Association code of practice expects a grace period at the end of a stay.

  2. 2

ANPR evidence does not prove actual parked time

The photographs show entry and exit times only. They do not show how long the vehicle was stationary in a bay. We have asked the operator for the full ANPR audit trail.

  3. 3

    Genuine customer of the landowner

You were shopping at Tesco Extra and have an itemised receipt timestamped 14:22 on the same day. As a genuine customer, you can also request that Tesco instructs ParkingEye to cancel the charge.

Evidence checklist

  • Tesco receipt timestamped on the day of the visitRequired

Itemised till receipt or app order confirmation showing date and time.

Why: Proves you were a genuine customer and pins your in-store time.

  • Photo of entrance signage and the 90 minute termsRequired

Clear photo of the sign as you enter the car park.

Why: Shows what the driver was told before parking.

  • Notice to Keeper letter (all pages, including the envelope)Required

Scan or photo of every page plus the envelope showing postmark.

Why: Lets us check the dates required to transfer keeper liability.

  • Bank statement entry matching the Tesco receipt

Line item from your bank or card statement for the same visit.

Why: Backs up the receipt if the date or amount is queried.

Appeal of PCN 5829112 - vehicle reg AB12 CDE - 28 June 2026

Dear ParkingEye,

I am writing to appeal the parking charge issued in respect of the above vehicle at Tesco Extra Sheffield on 28 June 2026.

I am appealing because the alleged overstay falls within a reasonable grace period. Your evidence appears to consist of ANPR photographs at the entrance and exit only, which show when the vehicle crossed the camera line but do not show the actual period the vehicle was parked.

The driver was a genuine customer of Tesco on the day in question and a copy of the itemised Tesco receipt timestamped 14:22 is enclosed.

Please cancel this charge. If you maintain it, please provide your full evidence pack, including your grace period policy, all ANPR images captured of the vehicle on the day with timestamps, and the full terms relied upon.

Yours faithfully,
[Your name]
Registered keeper of AB12 CDE

Re: PCN 5829112 - response to your rejection letter

Dear ParkingEye,

Thank you for your letter dated 02 August 2026 rejecting my appeal. I do not accept the reasons given and I am requesting a POPLA verification code so I can escalate this case.

You have stated that the signage at the site is clear and that the contract was accepted by parking. You have not addressed the substance of my appeal: that the alleged overstay falls inside a reasonable grace period at a busy supermarket, and that your ANPR images do not evidence the actual parked time.

Please issue the POPLA verification code by return and confirm the 28 day window in which I must use it.

Yours faithfully,
[Your name]

Second appeal guidance (POPLA)

Full Case

Your POPLA submission will lead on three points: 1. Grace period and the BPA Code of Practice. 2. ANPR is entry/exit only, not parked time. We will request the operator's full audit trail. 3. No keeper liability if any PoFA 2012 Schedule 4 requirement is not met (we will check the Notice to Keeper dates and wording against the statute). We will draft this for you as soon as ParkingEye issues the POPLA code.
